A Small Market, and What That Means

Kawartha Lakes is the thinnest of the five regions tracked here. Quarterly sales frequently run under thirty, and in the slowest winter months the market can go weeks without a single waterfront transaction closing. Two months in this sixteen-year record recorded no sales at all: December 2015 and November 2023. Both have been confirmed with the board as genuine zero-sale months rather than missing records, and both are shown as zero in the table below.

Where volumes are this low, a single unusual transaction moves a quarterly figure. That is worth understanding before reading any one quarter as a market signal.

Reading Q4 2023

Q4 2023 shows five sales and a 96%–74% swing in sale-to-list price — the lowest sale-to-list figure anywhere in this sixteen-year record, against a normal range of 92% to 119%. It is accurate, and it is also the product of two months of activity: four sales in October at 92% of list, no sales in November, and one sale in December that closed at roughly 56% of asking after 150 days on the market.

One deeply discounted sale in a five-sale quarter is not a market-wide signal. We publish it because removing inconvenient figures would defeat the purpose of an open dataset, but it should be read as what it is: a single transaction, not a trend.

Kawartha Lakes is currently the weakest of the five markets tracked here on both measures that matter: prices down 11.6% over twelve months, roughly four times the provincial rate of decline, and 11.8 months of inventory, the heaviest of the group. Haliburton, the tightest market, is running at 7.3 months with prices up 5.0% over the same period.

It is also the most affordable, at a median $34,500 below the province-wide figure and roughly half of Muskoka's.
